Washington, D.C. — 2025. The United States is deep in a post-pandemic political transformation. A popular, charismatic president, Jonathan Haines, has risen to power on a platform of transparency, unity, and restoring trust in American institutions. But beneath the polished speeches and bipartisan optics, something darker is moving.

Tom Voss, a former intelligence officer turned investigative journalist, now works for a fringe outlet dismissed by mainstream media. He’s been writing about government overreach and covert surveillance programs for years—mostly ignored. But when his former mentor, ex-CIA director Eli Marcus, shows up at his apartment bleeding and terrified, everything changes.

Eli hands Tom a flash drive and says only two words: “They’re watching.” Before Tom can react, Eli is shot through the window by a sniper. The shooter vanishes. The police chalk it up to a random robbery gone wrong. Tom knows better.

The drive contains fragments of classified documents, intercepted calls, and redacted files. The term that pops up repeatedly is “Project Icarus”—and something called The Commission. There are hints of a network embedded across agencies, corporations, and military contractors. A conspiracy that doesn’t just pull strings behind the scenes—it is the scene.

Tom digs in, reaching out to Leah Chen, a former NSA cryptographer now freelancing in cybersecurity. She decrypts part of the drive and finds damning material: wiretaps on sitting senators, blackmail dossiers, secret funding for foreign coups. And then, a name: Vice President Daniel Wren.

Wren is quiet, calculated, and rarely in the public eye. A former defense contractor with ties to military think tanks, he was chosen as a “safe” running mate. But as Tom and Leah dig deeper, they find Wren is no passive figure—he’s the architect.

Wren and his allies operate as The Commission, a secretive group of elite power-brokers. Their goal: a controlled democratic collapse, where the appearance of freedom remains, but all decisions are funneled through a predictive AI system called Helix, developed in secret by a defense firm called Novaris Systems.

Tom and Leah realize they only have days before Wren moves to quietly remove the President—through scandal, or worse. They attempt to warn Haines directly, but are intercepted by black-bag agents working for Novaris. Tom escapes. Leah is taken.

With no time left and nowhere to turn, Tom reaches out to an old flame: Maya Jordan, a White House communications director who always suspected there was more to Wren than the press let on. She sneaks Tom into a state dinner, where he slips a message to the President.

That night, Haines contacts Tom in secret. The President is rattled but unsure. He wants proof. Tom delivers: a full packet pulled from the drive, including surveillance footage, audio logs, and a blueprint for a staged terror attack on D.C. infrastructure that The Commission plans to use as a justification for invoking martial law and installing Wren as “emergency interim president.”

The next day, the President prepares to go public. But Helix has already predicted this move. As he steps up to the podium at a press conference, the lights cut out. A sniper takes a shot. The bullet misses—but chaos erupts. Agents in the crowd trigger a security breach. Haines is whisked away. The headlines spin it: “President Haines Escapes Domestic Terror Plot.”

Wren takes the mic that night, invoking fear, calling for a temporary suspension of civil liberties, and initiating Directive Redlight—emergency powers to “restore order.”

Tom, now the most wanted man in America, is hunted across the city. Maya is under house arrest. Leah, held in a black site, manages to hack into Helix directly from inside. She finds a weakness: Helix isn’t invincible—it’s overconfident. It runs predictions based on probabilities, not human unpredictability.

She transmits coordinates to Tom—an uplink terminal hidden in an abandoned NSA facility outside D.C. If they can upload the full drive to an independent network, they can expose everything: Wren, The Commission, and Helix itself.

Tom fights his way through a half-destroyed train station, pursued by private military contractors hired by Novaris. With help from a rogue Secret Service agent loyal to the President, Tom reaches the facility. Leah, having escaped during a power outage, meets him there.

As they begin the upload, Helix triggers a self-destruct protocol for the server room. Tom stays behind to buy time, holding off agents in a brutal gunfight. Leah finishes the upload from a secondary satellite uplink. Everything goes live—news outlets, underground networks, encrypted streams.

The truth spreads like wildfire. The Commission’s inner circle is exposed. Wren is arrested by military police as he tries to flee the Capitol. President Haines returns to office battered, but alive.

Tom survives—barely—and disappears from public view. Leah is offered a job rebuilding federal cybersecurity with full autonomy. Maya resigns, disillusioned by how close democracy came to collapsing under a polished suit and a clever algorithm.

In the final scene, Tom walks through a crowded city street. Billboards flicker with news of the arrests, the fallout, the cleanup. But in a passing reflection, he spots someone familiar—an unnamed figure from The Commission, never caught. Watching him.

A final line appears on a screen in a passing storefront:

“Control is never lost. It simply changes hands.”

Fade to black.
